Security Policy - Martyn’s Law Compliance

Jay One Events Ltd operates a comprehensive security framework aligned with the UK Terrorism (Protection of Premises) Act 2025 (Martyn’s Law), the National Protective Security Authority (NPSA) and the ProtectUK platform. All measures are built around five core protective principles: Deter, Detect, Delay, Mitigate, Respond.

1. Pre-Event Planning & Risk Assessment
  • The UK Mining Conference in Cornwall is categorised as a Standard Tier event (200–799 attendees).
  • Full risk and vulnerability assessments are conducted, including site reconnaissance to identify weak points, insecure perimeters and Hostile Vehicle
    Mitigation (HVM) needs.
  • A secure information policy limits public access to sensitive details such as detailed site maps.
  • Search and screening procedures are established, with clear rules on prohibited items and controlled access points.
2. Staff Training & Security Culture
  • Key personnel complete training suitable for events.
  • Trained staff conduct behavioural detection to identify suspicious activity early.
3. Protective Measures During the Event
  • HVM controls (barriers, bollards, strategic parking) protect crowded areas.
  • Bag searches and screening may be implemented, with random or full checks as required.
  • Visible deterrence is maintained through uniformed security and CCTV.
4. Emergency Response Protocols
  • Staff and attendees are informed of Run, Hide, Tell principles for active threat scenarios.
  • Lockdown and evacuation procedures are in place to protect attendees inside the venue.
  • For suspicious packages, staff follow the 4Cs: Confirm, Clear, Communicate, Control.
5. Post-Incident Actions
  • Clear communication protocols ensure accurate information is passed to emergency services.
  •  An after-action review is conducted to evaluate the response and improve future planning.
